PRESIDENT'S MESSAGE. Paris, Sept. 23. M. Millerand (President), in a message to Parliament, condemns all domestic dissensions, which should cease in order that Prance may concentrate on the development of her greatness and prosperity. He affirms that his election shows that the country is determintd to pursue at home and abroad the policy which she followed during the last eight months, and which she will maintain with more vigor and continuity.—Reuter Service. NON-INTERFERENCE WITH RUSSIA. Paris, Sept. 26. M. Leygues, in his speech in the Chamber of Deputies, declared that France would never forget Russia's immense services at the beginning of the war. France intended non-interference with Russia, but material aid for the reconstruction of Poland was in accQrdance with French tradition.
