CHINA AND RUSSIA.
QUESTION OF CZARIST LEGATIONS. By Telegropb.—Press Assn.—Copyright. Peking, Sept. 23. Whilst China continues to negotiate a trade treaty with Soviet Russia, the question of the status of the'Czarist legations and consulates in China has been brought to a head. The Foreign Minister intimated to the Russian Minister (Prince Kondacheff) that he had better resign. The prince; after dissent, agreed. It is understood that China proposes provisionally to take over all Russian public interests in China and hold them in trust, pending future arrangements. Prince Kondacheff and his staff remain at the legation in charge of the archives, the Chinese Government not having an official status there. It is significant that the legation has warned the consulates in China to be in readiness to haul down the Russian flag.—Reuter. New York, Sept. 24. The Pekin correspondent learns that Prince Kondacheff, head of the Czarist Russian Diplomatic Corps, refused to close the Legation according to the request of China. China is embarrassed as a result, since she hopes to deprive Russians of extra territorial rights, thereby encouraging other nations to abandon similar privileges. Aus. - N.Z. Cable Assn.
