THE CHANGE IN ITALY. JOINT CONTROL OF INDUSTRY, By TeJejr&pTi.—Press AmU—Copyright. Received Sept. 21, 7.45 p.m. Rome, Sept. 21. Signor Giolitti (the Premier) presided at a conference between,, masters and men in the metal industry, and urged a conciliatory discussion on problems affecting the industry. The masters and the men conferred separately, and the masters later informed Signor Giolitti that they were unable to accept a system of joint control, but were willing &o submit to it 'if it was imposed. Signor Giolitti said he was prepared to accept responsibility, and therefore Signor Giolitti then issued a decree appointing a joint committee of masters and men to draft a Bill - to re-organfse the metal industry on a basis of the men's participation in the technical, financial, and administrative control of the industry.
The decree points out that the workmen declare such participation will result in increased output and improved relations between masters and men,— Aus,-N.Z. Cable Assn.
RED PERIL AVERTED. VICTORY FOR WORKERS. Rome, Sept. 19. The Red peril in Italy has been averted and an agreement, which is a signal victory for the workers, has been reached owing to Signor Giolitti's insistence upon the men's claims. The agreement provides for a 60 to 70 per cent, increase in wages for metallurgical workers, joint control of factories between, workers and employers and evacuation of factories. Sigjior Giolitti has issued a decree declaring that the manufacturers agreed to dual control, on the ground that the workers'. affirmed object is to improve disciplinary relations between workers and employers and increase output, Consequently, a joint committee is being established, composed of six manufacturers and six workers, who will draw up proposals which will be submitted to' Parliament as a Bill to reorganise industries on the basis of participation by labor in the technical, financial, and administrative control of industry. In the event of subsequent friction in any establishment, the agreement provides for the appointment of a committee of two masters and two men to decide whftt •,stops are nedaasary.—Alus.-N.-Z. Cable
