TO RESTORE ORDEP AIM OF THE NEW BILL. By Telegraph.—Press Asan.—CopyrJslit. London, August 3. The text was issued to-day of the Restoration of Order in Ireland Bill. . It consists of only two clauses, which state that, as the ordinary law is inadequate for the prevention and punishment of crime and the maintenance of order in Ireland, powers are granted for the extension to Ireland of the provisions of the Defence of the Realm Act, as regards trial by court-martial. Crimes so tried shall be punishable With the punishment assigned thereto by statute or common law, but it is provided that when a person is charged with a crime punishable by death the court-martial shall include one person, not necessarily an officer, nominated by the Lord Lieutenant, such person being certified by the Lord Chancellor of Ireland or Lord Chief Justice of England as possessing legal knowledge and experience.—Reuter Service.
