The National Assembly Committee, which is investigating the responsibility for the war, examined Count Bernstorff, who declared that President Wilson's peace efforts were sincere, but the Ger« man Government frustrated them. There was a sensation when a member read the Kaiser's telegram of January 1917, stating "he did not care a rap. about President Wilson's offer.
