The Herald says that, owiag to the failure in a large measure of the usual winter rains, pastoralists and wheatgrowers regard the coming season's outlook as gloomy. In many places the pasturos are bare, and heavy frosts and cold are causing severe suffering and losi to the half-starved stock. The possibilities of a satisfactory wheat *Vop depend on the rainfall in"the nesff few weeks.
