The Daily Chronicle's Haparanda correspondent states that non-Bolshevik Socialists and moderates of the Committee of Safety have issued a proclamation declaring thav in view of the Allies' repudiation, tlie Bolsheviks' peace decree meanß the definite destruction of Russia, which will be forced to pay the Ivaiser a peace grant of whatever territory or money lie claims According to the Nova Yashiza, General Alexieff has summoned Theretelli, Tchernoff, Ayskeiitieff and Admiral Vernhovsky to headquarters, for the purpose of forcing a new Government, t Lenin and Trotsky have appealed to the army's committees to arrest them unless they leave headquarters. The, polling for the Constituerit Assembly elections is proceeding without excitement. The various parties are appealing to the citizefis to bring women folk to the poll. The Bolsheviks have restaffed the telegraphs and telephones with uneducated assistants, the result being the wildest confusion. Lenin has- announced that the city is ensured against famine by the arrival of the grain ship Neva.
GERMAN STAFF OFFICERS. NOW IN PETROGRAD. ALLIES TO WARN RUSSIA. s ". Received Nov. 28, 9.20 p.m. London, Nov_ 27. It is officially slated in London that the British Government has received information that a number of German staff officers are now in Petrograd. The Daily Chronicle'sTaris correspondent understands that the first meeting of the inter-Allied Conference will make a declaration warning the Russians oE the dangers resulting from the actions of men usurping governmental power, and will .protest against the negotiations with Germany with a view to an armistice as being a violation of Russia's agreement with the Allies. The conference will also protest against the publication of the_ documents without the consent of all "the signatories, # CONFIDENCE IN THE ALLIES. THE BOLSHEVIKS CONDEMNED. Received Nov. 28, 5.5 p.m < j London, Nov. 27. The -Daily Chronicle's Petrograd correspondent states that the Cadets on Sunday resolved upon acclaiming the British victory, and expressing firm confidence in all the Allies. They realise bow criminal the BolßheVik adventure is, and regard with contempt the usurpers' pretensions to speak in the name of Russia.
REVOLUTION IN FINLAND. SOCIALISTS PILT,AGING AND MURDERING. Received Nov. 28, 8.25 p.m. London, Nov. 27. The Daily Chronicle's Petrograd correspondent states that the situation in Finland is critical. The new Diet, with a small anti-Socialist majority, refused the Socialists' demand for immediate confirmation of the bills adopted by the previous Socialist Diet, including the Independence Bill, which led to the Socialist Diet being dissolved hy th» Russian Government in August. Tho Socialists decided to apply force, and declared a general strike. TSSy organised a Red Guard of workmen, and secured arms from the Russian garriao!i and fleet. The strike has become a revolution. The middle classes organised a White Guard of students and others to support the police. The Red Guard seized government buildings and arrested a large number of officials,, police, and prominent citizen?, and, under the pretence of search, broke into houses and robbed and murdered throughout the country. Skirmishes between the Red and Whits Guards resulted in many heing killed and wounded. After four days the Diet yielded and adopted the Independence Bill, giving the Diet supreme power instead of the Russian authorities. The' Government resigned. The Gov-ernor-General had previously resigned. The garrison and fleet elected a sailor as Governor-General, A number of imprisoned citizens have been released, but'the Red Guard continue their robbing and murdering. ARREST OF GENERALS ORDERED.
