The Federal jury returned indictments against Captain von Papen, accusing him of participation in the conspiracy to blow up the Welland Canal in Canada. Captain Hans Toucher and others were also indicted in connection with the same plot', SEAMEN DEMAND HIGHER WAGES. New York, April 17.
