■DEBATE IN THE SENATE. By Cable—Press Association—"Copyright Washington, May, 12. Senator Hoke Smith championed the repeal of the exemption clause in the Panama Bill. He said Mr. Taft was wrong in supposing that the Democrats' idea in voting to free the coastwise trade from tolls was to give a subsidy to American coastwise ships. The HayPauncefote Treaty was undoubtedly part of the United States' title to the cana] zone, therefore the. abolition of the treaty wag absurd. If the treaty were terminated, the United States would bo obliged to give up the control of the canal, unless she abandoned her attitude as a law-abiding nation and resorted to brute force to keep what she had illegally obtained.
