The Civil Service Commission, in the course of a voluminous report, recommends the retention of competitive entrance examinations, and that the payment of women should approximate- to that of men where the same work is performed with equal efficiency, but that men's salaries sfhould be higher when their efficiency ig greater. The report urges that marriage demands the retirement of women from the service. because its responsibilties are normally incompatible with the devotion of women's whole tim» to tho public service.
