RUSSIA AND CHINA.
A SECRET AGREEMENT. By Cable—Press Association—Copyright. Received 16, 11.30 p.m. London, May 16. The Telegraph's Pekin correspondent says that a secret agreement has been signed by Russia and China, whereby the autonomy of Outer Mongolia is conceded and the frontier of Russia delimited. She secures the sole mining rights. The Russians are raising a Mongol cavalry division of 12,000 at Urga.
