The Californian Lower House has passed a Bill for the prevention of aliens owning land for more than a year, unless they have 1 expressed their intention of becoming American citizens. As the Japanese are unable to become Americans in any circumstances the Bill will impoverish them. Opponents of the measure quoted the possible case of a young Englishman who desired to retain his nationality and at the same time invest in Californian lands, but the supporters of the Bill out-voted thorn by a large majority.

A BRITISH PROTEST,

San Francisco, April 17,

The English and Continental interests are protesting strongly against the Alien Land Bill. Millions of foreign capital, they declare, will be banished from California if the Bill is adopted. The English representatives urge that the Bill ought to declare specifically its intentions against the Japanese, withou* seeking to hit the Japanese by roundabout methods.
