Reuters' Toulon correspondent reports that short circuits in the electrical installations on the battleships Diderot and Justice and a torpedo boat caused fires near the magazines. Disasters were averted by flooding the magazines. LOOKING OUT FOR NO I. Paris, October 27. Five stokers on the battleship Justice have been arrested because they became panic-stricken by the short circuit and rushed on deck shouting, "All save yourselves!" DEFECTIVE EXPLOSIVES. Paris, October 27. Lonppc, ex-manager of the State powder factory, states that Maissin, the present manager, was formerly connected with a firm which had German sleeping partners, and supplied the State with 500,000 kilogrammes of defective gnncotton made from old rags .
