'lO TI-IE EDITOR. Siij—The announcement received from the PosUmistei l,uncial of tile United States ami lata before Parliament by the Hon. the Premier, to the effect that letters having one-penny postage from New Zealand would be delivered in the United States without surcharge afier November next, is of vital and far-reaching; importance to the people of New Zealand, who will experience a saving of many thousands of pounds per annum in the postage required 011 American letters, and it calls for a national testimonial from the people of this colony to the Hon. Sir Joseph Ward, Postmastor-General, who has been jjersistcnt and untiring in his great fight for universal penny postage. May 1 suggest the furm such a testimonial should take? A committee should be set up in every city and town in New Zealand to collect penny subscriptions. Each subscriber should enrol his or her name 011 lists that should be uniform in size throughout the colony. They should finally be bound in a volume de luxe and presented to the Postmaster-Gen-eral as a testimony of appreciation. The fund so created should be known as the Ward Penny Fund and should be vested in perpetuity in a Board of Trustees and used to endow one or more scholarships in tho universities of the colony.—l am, etc.,
