]& DE PLEHVE'S MURDER, St. PETERSBURG, July 31. -fit is believed that M. de Pk-hve's assassin used a new explosive of enormous force, but the experts have not yet ascertained its nature. A THOUSAND ARRESTS, THE CZAR WILL ATTEND THE FUNERAL. (Received August 1, 10.10 p.m.) St. PETERSBURG, August 1. A thousand "arresta have been made in connection with M. de Plehve's assassination. The Czar and Empress-Dowager, and diplomatic corps will attend the funeral service, which is to be held in the chapel attached to tlhe Ministry. M. de Plehve was born in 1840. After studying law at Moscow University he entered the service of the Ministry of Justice. A brilliant career at the bar ended in his being appointed Public Prosecutor at St. Petersburg. Later he became chief of the Department of Police, and in that position he greatly distinguis ißd himself in connection with prosecutions of agitators and others opposed to constituted authority. Subsequently he filled the position of Assistant Minister for the Interior, Secretary of the Empire, and latterly Minister for the Interior.
