Sir, —Having considered your proposal with respect to the beat mode of dealing with the funds derived from the University llesirve, which are now, in terms of the Now Zoaland University Act, 1874, section 30, allocated to the promotion of higher education within the Tarauaki province, we are of opinion : 1. That the rents uf this reserve and tho accumulated funds now in tho Treasury be devoted to the r-stnblish-rnent of a technical school within the provincial district, for the teaching of scientific and practical dairying. 2. That the school should consist of two branches : Ist, the teao'iing of tho sciences'which undlie good practical work, especially chemistry aud biology, and that special attention be given to this branch of research into the properties of milk, and the ferments which beneficially or injuriously aU'eci tho quality of" milk product*; also the analysis of soils and manniM-. 3. That the praotie.il bmoh should includo tho selection of tlio b.-st bi„ v: d o? cows for dairy purposas, thoir fading and gene.n.l treat mm , and the best and most approved methods of manufacturing butter, cheese, und other milk product. 4.
