THE COLONY'S CONGRATULATIONS TO BE ISSUED AS AN ABMY ORDER, Wellington, September 13. The Government have received acknowledgments of the congratulations sent on the annexation of the Transvaal from Mr. Chamberlain and Lord Roberts. The latter informs Mr. Seddon that his telegram is to be publisfled as an army order. He mentions the fact of Lieutenant Seddon having joined him. I
