They recommended that it be devoted to reducing the deficiency in the consolidated revenue, which on Jane 30th was £2,907,000. The loan expenditure to the same date totalled £52,000,000. The Commission urged the institution of a sinking fund, and deprecated short-dated loans and rej commend their abolition. They also _jf condemned the practice of paying works out of loan, which should have been paid out of the consolidated revenue,
