The withholding of Field-Marshu Roberts's censure on Gdner.ila Warrei and Buller for a month and its publica ion now is considtred to be the im mediate prelude to further importan changes. THE GOVERNMENT URGED TO ACT. Received 20, 1.30 a.m. London, April 19. The Stamlurd says that after Lor< Roberts's cersure the Qovernmen ought to act. The German Press insists that th recall of Generals Buller and Warrei is a logical result of the censure.
