The Russfen Government has guaranteed a Persian loan on tho security of Customs revenues, excepting that collected in the province of Fare, in tho south-west, and all ports on the Persian Gulf. This neb gives Russia a dominating position in Persia.
Received 2,11.30 a.m. London, February 1. At the Monte Carlo Grand International Pigeon Shooting Carnival, the Grand Prize of the Casino, valued at 20,000 francs, a sweepstake of 400 francs and a trophy, resulted in a tie between Count O'Brien, of Spain, and j Mr. Donald Mcintosh, a Victorian. Owing to the failing light they agreed to divide the prize. Great Britain converts Caya, in North Borneo, into a naval base, to counteract the French naval station at Saigon, in Cnchii China. Melbourne, February 2. The Premier has submitted income tax proposals which are practically the same as the old ones, the promise of the Premier for a reduction not having been carried out.
