RUSSIA'S ACTIVITY NOT A MENACE TO BRITAIN. JAPANESE FEARS OF RUSSIA'S GROWING STRENGTH. [PEE PEESS ASSOCIATION.] (Received fl, 1.16 a.m.) Melbouhne, January 4. Dr. George Morrison, the Pokin correspondent of the London Times, is visiting the colony. With reference to the cablegram announcing the completion of the Russian-Siberian railway, he says it will yet necessitate some years' work, as many miles of perma-nent-way are untouched. He does not consider Russian activity in the East is a menace to British interests, though Japan views the growing strength of Russia with alarm. There is no question of the relative strength of the two Powers. Japan is infinitely stronger in the East than Russia.' The former, however, is making such rapid strides that her strength is increasing by leaps and bounds.
