Request For Referendum To People, Press Association —Copyright. Washington, February 1. Replying to reports that President Roosevelt intends to submit to Congress a Statute embodying the essentials? of his legislative changes Mrs W. E. Borah in a speech demanded that the Administration appeal directly to the people. She said strong central powers were needed to carry out the programme instead of tampering with the courts or some other method.
Mrs Borah urged tile Government to sumit a constitutional amendment and let the people decide. She asserted that only the people had the right to settle the dispute between judici and igislative executive branches of th© Government.
