Washington, Dec. 2. President Wilson's message to Congress contains no reference to the jfeace Treaty. President Wilson recommended a budget system much on the lines of the British system, and a readjustment otf tariffs to make them conform with the fact that the United States is now the greatest capitalist in the world.
The President denounced profiteers and Radical agitators, who are keeping the country unsettled. The only way to euro real grievances is to remove them. \
He recommended legislation to combat the cost of living, to deal. with labour unrest, suppress Radicalism, and facilitate a readjustment of the nation on a peace basis.
