The newspaper "Yomsuri" states that Japan "has decided not to establish an international concession at Tsingtao. The Foreign Office declined to discuss the statement, but said the matter would be part of future discussions with China concerning ShattCount Ishii, interviewed, said the American Senate's Shantung reservation would not have any practical effect on the validity of the Shantung stipulation, since all rights were in the hivnds of Japan, and the question can hardly he submitted to tho League. He thcu^Jit rho reservation may place obstacles in the way of Chino-Japanese negotiations, resulting in an unfavourable situation, both to China and Japan, pr veil as to the United States in the Tar East.
