The "New York Times' " Paris correspondent says despite the fact that the Treaty may come into operation without the "United States' participating, European diplomats expect President Wilson will call the first meeting of the Council of the League of Nations, which it is understood will be on December 4th. The League to Enforce Peace has issued a statement to the effect that failure to ratify the Peace Treaty has encouraged social unrest here and abroad. The Senate must agree to a resolution 'of ratification couched in terms to which the other signatories may subscribe.
