Washington, Jan. 3. Mr Baker, addressing the House Military Committee, said the Government did not intend until the Peace Conference ended to decide on the extent of the military establishment in the United States. It was not intended to maintain force* in Europe for two ; years. No arrangements had been made for universal military service.
