Paris, Sept. 15

Mr Baker, American Secretary for War, states that Generals Perching and Petain entered St. Mihiel, and were welcomed fey the Mayor and its remaining citizens with touching enthusiasm.

It is reported that the town was subjected to forced levies amounting to a million francs, and a large member of men and boys were deported by the Germans. Prior to their flight the Germans stripped the countryside bare by systematic pillage and destruction, even stealing the entire contents of peasants' cottages, including bed clothes.
