:. % New York, March 19. The seizure of Dutch ships has been delayed for a few hours, but the officials do not believe that Holland will ;agree to the demands.

It is understood that Holland agrees to the Allies' vise of the ships, provided they are not used for carrying troops or munitions, whicb condition neither America nor the Allies will accept. .
