A Berlin message states that supplementary Rnsso-German treaties guarantee Germany free commercial intercourse with Persia and Afghanistan, via Russia; indemnification for damage to consular property and private property of German subjects, and also cancellation of the order annulling payment of German loans.
Tie agreement permits Germany to organise Spitzbergen.
