The "Daily Express'" Petrograd correspondent says that Lenin's peace terms have caused a storm of indignation among the local Soviets', who were not consulted. They fear the terms will mean the mailed fist to crush the revolution, cripple Russian industry and alienate the sympathy of tie European workers. '
Maxim Gorky's newspaper is particularly bitter. It calls the treaty i(a criminal scrap of paper," and wonders wJiy the Lenin Government is still in power.
The "Daily Mail's" correspondent at Tientsin reports that numerous disturbing reports are reaching Pekin regarding German activities and intrigues in the border provinces and the presence of hostile troops in Northern Man-
churia,
The Military Governor of Kirin telegraphed urgently for reinforcements to oppose troops marching on Takuli and Hielung-chiang.
Twenty thousand Red Guards and numerous Bolsheviki at Vladivostok are using the Chinese Eastern Railway in Manchuria.
