The peace treaty, carving up Roumania, will be signed to-day, ceding the Dobrudja to Bulgaria, fixing the new Roumanian-Hungarian frontier, and granting the Central Powers economic concessions. .'

The "Arbieter Zeitung," of Vienna, protests against the conditions offered to Roumania. It says they are disquieting, and bear no resemblance to Count Czernin's programme of no annexations or indemnities.
