APPOINTMENT OF OFFICERS.

"Wo have the question, of officers for our Expeditionary Force under consideration," said the Hon. James Allen to-day. Hitherto, added the Minister, tho Defence authorities had been leaving it to the officers in command of districts to make recommendations, and this system had served its purpose so far, because there had been Territorial officers with training behind them to draw upon, but it would now be necessary to draw upon civilians who had not had so much training, and the Department was considering whether it would not be better at Trentham to promote from the non-commissioned rank men who had proved their value. That system would very likely be adopted for there was plenty of good material in camp at Trentham.
