Deep disappointment is expressed at tiie German reply to the American Note regarding the sinking of the Lusitania.
Germany's reply further contends that it is impossible to settle the question whether proper opportunity was given to place the passengers and crew in safety ui^til it is determined whether the regulations adopted after the sinking of the Titanic for a proper supply of boats and watertight bulkheads were incorporated in American law and observed in the Lusitania's case.
A prompt rejoinder is being prepared pointing out that the Germans \ are wrong in their facts, while ignoring American demands.
The Press vigorously condemns the reply, demanding, in view of the seriousness of the situation, that there be
no delay
