The Senate, by 50 votes to 35, adoptted the Panama Canal Act Repeal Bill, with Senator Norris's amendment, which provides that the United States specifically reserves all rights granted it under the Hay-Pauncefote Treaty.
The Lower House is likely to accept the amendment with little discussion.
