T ADIES AND GENTLEMEN,— As I am again a candidate for the office of Mayor this year, I taker this opportunity, of addressing you and stating my views upon Municipal affairs. I do not deem it necessary to take I the platform on this occasion, as I am not formulating any new special policy, but contenting myself with ihe one placed before you last year. lam glad to note that ther has ] been no departure during the past year from the general policy of the last Council, as this is sufficient proof that the policy was sin excellent one. The continuation of this policy I strongly advocated last year, and advocate again, with the addition I then made, of progressive development on Sound Business Lines. • . If elected I purpose supporting the motion now before the Council to revert to more frequent meetings, ai I am quite satisfied that frequent discussion and review of the work is necessary to enable proper supervision of work and expenditure by Council's employees. In reference, to street repair and maintenance I contend that instead of haphazard expenditure on patching, work should be done on systematic lines, special efforts being directed to making good main thoroughfares. I I Mould still advocate very strongly ] the scheme for using metal from Haven Road Quarry*, spoil from which could be very cheaply deposited in the low-lying land in Hastings Street, thus vastly improving what is now an unsightly and unwholesome place. The condition of the Drainage calls for careful consideration, and I would use my best endeavours in rectifying defects where possible. I note with satisfaction that the Gasworks has again earned a substantial j profit, notwithstanding increased expenses caused by the strike, thus justifying the policy laid down, and also the reduction in price of gas, which I was glad to assist in bringing to pass. If elected I shall do my best to conduct the affairs of the Council economically and keep expenditure within income. A good Harbour is the best aid to the solid advancement.in values of both Town and County Property. 3. Our increasing exports of frozen mutton, wool, and fruit, demand frequent and regular direct service, to our Port by "Ocean Liners. 4. The present harbour, however suitable in the past, is not now suitable to the traffic requirements of the district, and, owing to the building of larger vessels, is rapidly becoming less suitable. 5. A good -Harbour is necessary as a terminal to our Trunk Railway. 6. An improved Harbour means uninterrupted service by the largest boats; means exports reaching markets at early and favourable ! dates; means early arrival of imports; means, possibly, Nelson becoming an important distributing port; means increased revenue to the Harbour Board; means increased distribution of j . wages for" landing inward and outward cargo, and, therefore, means a rapid advance in prosperity for the whole district. 7. Other ports with inferior natural advantages have pushed ahead of Nelson solely through their wise expenditure on Harbour improvements. In view of the foregoing, the rate of one-sixth of one penny in the £ (or one and fivepence for each £100 of capital value) is hot worth considering when weighed against the great advantages to be gained by improving our Harbour. So, if you take a pride in your district, if you wish to see it develop and prosper, if you wish to prevent it lagging behind other progressive districts," ■" VOTE for the.
