It is understood that the Triple Alliance, particularly Germany, Is unwilling to co-operate in securing Greece's and Turkey's respect for the Powers' collective decisions. Greek opinion opposes the evacuation of the district of Epirus, until the Aegean Islands are guaranteed to Greece.
