EXPLOSION ON A STEAMER.

Adelaide, Dec 9.
The Marino Board found that the City of Lincoln explosion was caused by "neglect of the defective nature of the stop valve, and declared that such valves .should be specially designed with an exceptional factor of safety. It was decided that no one connected with the ship was in any way to blame for tho mishap. .
