General Sir William Nicholson said it was gratifying to observe the efforts of Canada, Australia and Now Zealand to organise local forces.
Air Winston Churchill declared that the Navy was strong actually and relatively. There was no reason why it should not bo maintained at its full strength, though the estimates were reduced from the present abnormal level. It was hypocrisy to pretent that the sudden and. rapid growth of tlie German Navy was not the main factor in the new construction. The Gorman Navy Bills would call a halt in 1912, and" the nations would then enter into a moro trustful and gonial climate. But if the vast programme of other Powers was swollen by a new expansion, then he was bound to say on behalf of the Government that Britain would be found best able to bear the strain, and be the last to fall at the call of duty.
