The United States Navy League Convention at Los Angeles debated th« question of the strength of the Pacific fleet. Rear-Admiral Cone pointed out that the American navy of the future would burn oil instead of coal, and consequently it would be independent of coaling bases. _ This, he said, meant increased effectiveness.
