Sir Jcseph Ward has authorised the promotion of Mr-W. E. Chisholm, telegraph e/nginwr in Nelson district, to the post of telegraph engineer at Dunedin. J/lr Chisholm will fill the vacancy caused by the recent transfer on promotion of Mr Orehiston, who comes to Wellington as chief triegraph engineer for the Dominion. Mr E. R. D. Beau, postmaster at Cnllingwccxl, has been transferred to the charge of the new post oflico at'Takapau, Mr E. W. J.anscn, postmaster at Mangaweka, its to go to Collingwood as his successor. Mr Ramsay, senior clerk at Caftcrtoiii, has been promoted to postmaster and transferred to Mangaweka. For some timei past the Postmaster-General has had under consideration scheme for recognising good conduct ' and long service, on the; part of the letter carriers of the Dominion. As a Tceult it has just been decided that for five years' service, good conduct and efficiency, letter carriers will be allowed to wear one stripe on the left breatet of tlie tunic; for ton years' similar s<(rvic» two stripes ; a.nd for 15 years three stripes, in addition to an. allowance of 6d per diem already granted for good conduct and long service. It is proposed that the distinction shall take tho form of three inch stripes of gold braid about « quarter of an inch wide,
