Melbourne, April 9. The report brought from London by Mr Davidson, Inspector-General of Public Works, embodying a scheme ot harbour improvement propared by. Sir William Matthews, has been submitted to the Cabinet. The report condemns the short cut scheme' recommended by Mr Ferguson, ahd it recommends a new pier at the point wliere Mr Ferguson recommends a short- pier, to bo' loo feet long and 210 feet wide,- affording accommodation for four of the largest liners likely to come here. Exclusive of the railway lines and connections, tbe pier would cost £370,000. The report provides for the construction later on of other piers.
