Apart from tho obvious weakness of the hereditary principle, it is too large. Lord Rosebery's committee recommended one way of meeting this.- Moreover, though in many .respects the present House is thoroughly representative, there are important elements in the national life, such as the self-govern-ing dominions, labour, and Non-con-formity represented insufficiently or un-represented.Unionists will do a wise and politic thing which will be appreciated by the country if they take up the "reform of the House of Lords in earnest.
