FEDERAL PARLIAMENT.

Melboune, July 20. In the House of Representatives a Bill providing for the suppression of military canteens was read a third time. It comes into operation on October Ist.

Mr Johnston moved that in order to encourage the settlement of the Southern Pacific, especially in the New Hebrides, a rebate be allowed on the products of all British settlers entering the Uommonwealttn. At Mr Deakins' suggestion the debate was adjourned until a reply was received from the Imperial Government authorities to the representations made by the late Mr Sedaon and himself regarding the^New Hebrides.

In the Senate the debate on Mr Stanford Smith's motion to allow a limited numb«r of Press over the Pacific cable free of charge was resumed. The Senate generally condemned the existing Press~ser-

vices. Mr Keating stated that the matter had been under consideration previously, but tho Pacific Cabin Board refuded to countenance the scheme, and some of the objections were insurmountable. After debate, most favourable to the proposal, but recognising the difficulties in the way, the motion was withdrawn.
