London, July ylO. Reports from Inspectors of Factories are revealing the filthy condition of several British and Irish jam j factories, bakehouses, and German sausage shops at Whitechapel. An acute difference exists between the Treasury and the admiralty respecting the reduction of battleships in the new programme. In anticipation of the proposal of Mr Haldane, Secretary for War, on Thursday to reduce the Array, strong opposition is manifested in military circles in India. It is believed that ! the Indian Government will also ! oppose the project. [ Lord Hugh Cecil, ex-M. P. for I Greenwich, presided at the Albert j Hall at a meeting of 10,000 laymen Ito protest against the Education Bill. Other meetings continue in the provinces. Mr W. G. Dulrield, of Adelaide, has been awarded the Royal Society's Mackinnon studentship for work on the spectra of metals. McCracken's Brewery debentureholders have unanimously agreed to the amalgamation scheme. In the cricnet match Gentlemen v. The total immigrants into Canada for the financial year just ended numbered 75,000, "the largest record, and 20 per cent in excess of the previous year. The sixth congress of Chambers of Commerce has been opened 3io, delegates being present. Lord Elgin, Secretary for the Colonies, presiding, said he would watch the discussion of various subjects in view of him presiding at the Colonial Conference next year.
