Mr James, Agent-General for Westralia, has arranged with the Orient line for the passage of appro-red emigrants from London to Freemantle at seven pounds per adult. NATIVE TROULBE^ NATAL. Received February 14, 11.53 p.m. Capetown, February 14. Owing to censorship in NaJ;al the "Times" Johannebs'urg cdrrepson-' ; dent visited Natal, and he reports that the situation is rather more disquieting than is officially repre-, sented. The natives have latterly been defying the' magistrates, and meeting the taxes with passive resistance, but the Government has been refraining from action owing to the extra expense. Viewing the situation as a whole, he says the Government ought to collect all taxes, and back up the magistrates by an Imperial mobile column. This would reduce any upheaval to a minimum, render it easily settled, and prevent possible bloodshed. Lord Selborne advocates a vigorous policy, which would meet with tho approval of the bulk of the Natal inhabitants. ■„ The "Daily Mail" correpsondent says a considerable number of Zulus employed in xhe Rand aro starting for Natal, some saying they go to meet their king. Received February 15, 0.15 a.m. Capetown, February 14. The volunteers captured four rebels in the Richmond district.
