MANUFACTURERS UNABLE MEET CONTRACTS. Received February 14, 10.25 p.m. London, February 14. Owing to the groat scarcity of leather tbe boot manufacturers are unable to sen ure supplies and find it impossible to meet contracts except at heavy loss. The position is the worst for fifty years.
