American Navy Impatient.
The Amerioan navy is exhibiting extreme impatience on account of
the Maine episode remaining unavenged, America is providing free transport to a large number of citizens caving Havana for Florida. Mr Phelps' Opinion. Mr E. J. Phelps, formerly American Minister at London, states tha! tliG rebellion in Cuba would long since have ended if America had not supported tho insurgents. He expresses the opinion tbat there would be deplorable political consequences if annexation were to be attempted With a view to displace ihe government of Cuba by Spain. Washington, April 11. President McKinley's friends state there will be no delay in sending tbe Presidential message to Congress on account of tbe armistice, and that the policy of intervention will not be interfered with ; on the other hand it is alleged that President McKinley's view ia that the really secret Jingoes in Congress desire the independence of JCuba, while a powerful party object to its on the ground that it would create a second Hayti. ;.'• The Cuban Junta the derides armistice.
