New York, Nov. 16. Mr. Lincoln lias obtained 213 votes in the Electoral College, against 21 for M'Clellan. The military situation before Richmond was unchanged. Lee's forces are reported equal to those of Grant. It is thought the former will at once assume the offensive. On the 19th ult. Longstreet attacked and surprised the army of Sheridan at Cedar Creek, driving them back to Middletou. In the afternoon Sheridan, who was absent at Winchester, returned, re-organised his army, confronted the Confederates with his whole line, and repulsed them beyond the lost ground, capturing Woodstock. Great losses on both sides —that of the Federals being estimated at 5000. Sheridan is since reported to have surrounded the Confederate cavalry at Winchester ; the horses dying for want of forage. Sherman's whereabouts is a mystery. It is known that he started from Atlanta, but his destination was a secret. Hood has been joined by Forrest in the neighborhood of Chattanooga. The Southern papers declare that he is marching on that city. A convention of Governors of the Confederate States was held at Augusta, in, Georgia, on the 17th, when it was unanimously resolved to authorise Congress to place iv the military service every ablebodied man between sixteen and forty-live, irrespective of color. In accordance with this resolution it is reported that the Confederates will arm 300,000 negroes for the spring campaign. The condition of the Confederate finance is declared by President Davis to be so far satisfactory, that a continuance of judicious legislation with the abundant resources of the South, will enable all the exigences of the war to be promptly met. He also states that, as there is no change in the policy of foreign powers towards the Confederates, the people must rely on themselves to conquer a peace and establish their independence. In the approaching Federal Congress, the Senate will consist of thirty-eight Republicans and twenty-seven Democrats. Money easy. Exchange nominal. Gold, 137 i premium. Cotton, 142 cents. CONTINENTAL. The treaty of peace between Denmark and the German powers contains seventyfour articles. Denmark cedes iv favor of the King of Prussia and the Emperor of Austria all rights over the Duchies of Luxemburg, Holstein, Sehleswig, Jutland, territory of Mozettondern, and Islands Amron, Fohr, Syll, and Rom see, as an equivalent for the Jutland territory north of Sehleswig and the peninsular of Steinderup. The new frontiers are to be settled by a mixed commission of Prussian, Austrian, and Danish plenipotentiaries. Denmark is to restore all merchantmen captured during the war, and indemnify the owners for those which have been sold. The oue question now remaining for settlement is the disposal of the Duchies. The evacuation of Jutland is now going on. The King of Denmark has issued a proclamation, releasing the inhabitants of tho ceded territories from their oaths of allegiance, formally stating the result of the war, and taking farewell of the population of the ceded districts. The Austrian Government have placed eighteen districts in the provinces of Tvinli and Trevisa under martial law, in consequence of the rising in Veuetia. Troops were sent to guard the passes into the Tyrol. A severe engagement took place between Italian troops and Garibaldians at Bagolina, in Northern. Lombardy, with great loss on both sides. The conflict terminated in the capture and dispersion of tho insurgents. The Emperor of Austria delivered a speech from the throne at tho formal opening of the Reicsrath. He congratulated himself on the good understanding and the friendly relations existing between his Government aud the other Great Powers of Europe. He should not cease to uphold these relations, and do everything to preserve the empire from foreign complications. His Majesty made no allusion to Italy. He referred at some length to the Schleswig-Holstein question, which he said had been settled in the most honorable manner. Late events in Poland had necessitated exceptional measures for the maintenance of internal order, but these would be relaxed as popular excitement subsided. His Majesty then adverted to the financial situation of the empire, which he admitted was extraordinarily precarious.
