SlCK—ilf a person who is “on the list ” of a doctor operating,, under the capitation or panel system consults a doctor in another district, a refund under the Social Security Act will be granted only when it can be proved that medical attention was urgently required. If the person is not on such a list the refund is available no matter in what district the doctor is consulted. POKURU-—All evidence heard by the local Manpower Committee is taken on oath, which is administered by the clerk.
