"Lokal Anzeiger" advocates a renewal of submarine war owing to England's abolition of the Declaration of, London, and forcing neutral states to actively or passively assume an attitude contrary to Germany. It is a matter of indifference whether neutrals follow Britain's decision from fear or sympathy. The reasons wherefore we stopped submarine war have been altered. If we are forced to begin reekless submarine war ; it will be in our favour.
